Cada niño nos habla a su manera de la belleza y de las heridas de la vida y nos recuerda así nuestra responsabilidad. Su nacimiento representa una nueva esperanza para la humanidad que le debe lo mejor que tiene.
Es por ello que el Bice invierte todas sus fuerzas para promover la dignidad de todos los niños y hacer aplicar sus derechos fundamentales, muy a menudo violados.
 

Creer en el niño

Afirmar que el niño tiene derechos

Persona humana de verdad, el niño tiene derechos fundamentales inalienables. Como persona en devenir, es vulnerable y debe ser protegido y acompañado. El Bice lo despierta a su propia dignidad y a sus derechos. Sensibiliza también a los padres, a los que lo rodean y a todos aquellos que intervienen en su desarrollo incluyendo a los poderes públicos.
 

Favorecer el "dinamismo de vida" propio de cada niño

Cuando los derechos del niño o del adolescente son negados por las condiciones existentes inicuas, cuando sus puntos de referencia están comprometidos, es posible ayudarle a recobrar la confianza en la vida y su propia estima. El niño posee en si mismo importantes recursos. Estos se revelan si puede dialogar, ser escuchado con afecto y respeto, ser defendido. El Bice favorece esta "resiliencia" que permite al niño reconstruirse.
 

Velar por el desarrollo del niño en todas sus dimensiones

El niño necesita ser protegido, alimentado, cuidado e instruido. Su bienestar sicológico también es esencial. El vínculo con su familia y su comunidad debe ser preservado. Tiene derecho a la despreocupación, a la risa, al juego, y también a un futuro profesional. El desarrollo integral del niño y de su felicidad demandan aún, cualquiera sea su situación, que pueda reflexionar sobre el sentido de su vida y que se respete la dimensión espiritual que le es propia. La inspiración evangélica del Bice lo incita a este respeto.
 

Movilizar las competencias para que todos los niños
vivan dignamente

Comprometerse radicalmente con los niños en dificultad

En numerosos lugares, los derechos de los niños son negados de manera intolerable: explotación mediante el trabajo, situaciones de esclavitud, abandono en la calle, abuso y explotación sexuales, militarización forzada, encarcelamiento, tratamiento inhumano de los niños incapacitados. Estas situaciones producen en los niños y adolescentes violencias y sufrimientos indignantes.
Para combatir en el terreno - en Africa, América Latina, Asia y Europa - el Bice se compromete con socios locales a prevenir todas las formas de violencia y a promover sin descanso los derechos de los niños.
La participación de los niños es el centro de su acción.
 

Estimular la reflexión y la investigación sobre el niño

El Bice hace el puente entre la experiencia adquirida en el terreno y la investigación científica referente a la infancia, para que se alimenten mutuamente. Es un espacio de reflexión y de cuestionamiento permanente. Gracias a sus publicaciones, a su centro de recursos en Internet, a las instancias de formación que propone, comparte ideas, pericias y buenas prácticas.
 

Manifestar la voz de los niños

Más que nunca la defensa y la promoción de los derechos de los niños interpelan respuestas
concertadas a nivel mundial. El Bice actúa con los niños ante la sociedad civil, los gobiernos y las instancias internacionales: agencias de Naciones Unidas, Consejo de Europa, instituciones
de la Unión Europea...
Federando las competencias de varias organizaciones comprometidas en el servicio de los
niños, fue uno de los iniciadores de la Convención Internacional de Derechos del Niño. En la
actualidad, vela con otras ONG por su aplicación y su evolución.
 

El interés superior del niño
está en el corazón del compromiso del Bice.

• Asociación de derecho francés, el Bice es una organización internacional no gubernamental reconocida por la Santa Sede como asociación de fieles. Goza de un estatuto consultivo ante Naciones Unidas. Fue fundado en 1948 por iniciativa de organizaciones católicas para ayudar a los niños después de las conmociones de la Segunda Guerra Mundial.
• El Bice trabaja al servicio de todos los niños, sin discriminación ni proselitismo, respetando su nacionalidad, su cultura, su religión. « Tiene por objeto el crecimiento integral de todos los niños, dentro de una perspectiva cristiana y aboga por la humanización de su suerte. Se ocupa particularmente de los más desposeídos. » (Art. 3 de los estatutos), Sus colaboradores deben observar un código de buena conducta.
• Las organizaciones católicas comprometidas con los niños constituyen una red mundial. Son llamadas a formar parte del Bice así como todos los organismos, cristianos o no, que se reconozcan en sus objetivos.
• El financiamiento del Bice está asegurado dentro de la más amplia transparencia por donadores privados, garantes de su independencia y por proveedores de fondos públicos y privados.
 
La acción del Bice es duradera. Con todos aquellos que acompañan a los niños,
busca identificar los nuevos riesgos que los amenazan y las nuevas oportunidades
que se les ofrecen. Defendiendo su dignidad y sus derechos, contribuye en la
construcción de un mundo de justicia y de paz que abre...

Chaque enfant nous dit à sa manière la beauté et les blessures de la vie et nous rappelle ainsi à notre responsabilité. Sa naissance représente une espérance nouvelle pour l’humanité qui lui doit ce qu’elle a de meilleur.
C’est pourquoi le Bice engage toutes ses forces pour promouvoir la dignité de tous les enfants et faire appliquer leurs droits fondamentaux, encore trop souvent bafoués.
 

Croire en l'enfant

Affirmer que l'enfant a des droits

Personne humaine à part entière, l’enfant a des droits fondamentaux inaliénables. Personne en devenir, il est vulnérable et doit être protégé et accompagné. Le Bice l’éveille à sa propre dignité et à ses droits. Il y sensibilise aussi ses parents, ses proches et tous ceux qui interviennent dans son développement, y compris les pouvoirs publics.
 

Favoriser le "dynamisme de vie" propre à chaque enfant

Quand les droits de l’enfant ou de l’adolescent sont niés par des conditions d’existence iniques, quand ses repères sont compromis, il est possible de l’aider à retrouver la confiance en la vie et l’estime de soi. L’enfant possède en lui d’importantes ressources. Elles se révèlent s’il peut dialoguer, être écouté avec affection et respect, être défendu. Le Bice favorise cette « résilience » qui permet à l’enfant de se reconstruire.
 

Veiller au développement de l'enfant dans toutes ses dimensions

L'enfant a besoin d'être protégé, nourri, soigné et instruit. Son bien-être psychologique est aussi essentiel. Son lien avec sa famille et sa communauté doit être préservé. Il a droit à l'insouciance, au rire, au jeu, et aussi à un avenir professionnel. Le développement intégral de l'enfant et son bonheur demandent encore, quelle que soit sa situation, qu'il puisse réfléchir au sens de sa vie, et qu'on respecte la dimension spirituelle qui est en lui. L'inspiration évangélique du Bice l'incite à ce respect-là.
 

Mobiliser les compétences
pour que tous les enfants vivent dignement

S'engager « sur le terrain » auprès des enfants en difficulté

Dans de nombreux lieux, les droits des enfants sont niés de façon intolérable : exploitation par le travail, situations d'esclavage, abandon à la rue, abus et exploitation sexuelle, militarisation forcée, incarcération, traitement inhumain des enfants en situation de handicap... Ces situations entraînent pour les enfants et les adolescents des violences et des souffrances révoltantes.
Pour les combattre sur le terrain - en Afrique, en Amérique Latine, en Asie, en Europe et en CEI - le Bice s'engage avec des partenaires locaux à prévenir les violences et à promouvoir sans relâche les droits des enfants.
La participation des enfants est au centre de son action.
 

Stimuler la réflexion et la recherche sur l'enfant

Le Bice fait le lien entre l'expérience acquise sur le terrain et la recherche scientifique concernant l'enfance, pour que chacune nourrisse l'autre. Il est un espace de réflexion et de remise en question permanente. Grâce à ses publications, à son centre de ressources sur Internet, aux formations qu'il propose, il mutualise idées, savoir-faire et bonnes pratiques.
 

Porter la voix des enfants

Plus que jamais la défense et la promotion des droits des enfants appellent des réponses concertées au niveau mondial. Le Bice agit avec les enfants auprès de la société civile, des gouvernements et des instances internationales : agences des Nations Unies, Conseil de l'Europe, Institutions de l'Union Européenne...
Fédérant les compétences de plusieurs organisations engagées au service des enfants, il a été un des initiateurs de la Convention Internationale des Droits de l'Enfant. Il veille aujourd'hui avec d'autres ONG à son application et à son évolution.

  • Le Bice travaille au service de tous les enfants, sans discrimination ni prosélytisme, dans le respect de leur nationalité, de leur culture, de leur religion. « Il a pour objet la croissance intégrale de tous les enfants, dans une perspective chrétienne, et plaide pour l'humanisation de leur sort. Il s'occupe en particulier des plus démunis. » (Article 3 des statuts). Ses intervenants sont tenus d'observer un code de bonne conduite.
  • Les organisations catholiques engagées auprès des enfants constituent un réseau mondial. Elles sont appelées à faire partie du Bice, ainsi que tous les organismes, chrétiens ou non, qui se reconnaissent dans ses objectifs.
  • Le financement du Bice est assuré dans la plus grande transparence par des donateurs privés, garants de son indépendance, et par des bailleurs de fonds publics et privés.
Le Bice inscrit son action dans la durée. Avec tous ceux qui accompagnent les enfants,
il cherche à identifier les nouveaux risques qui les menacent et aussi les nouvelles chances
qui s'offrent à eux. En défendant leur dignité et leurs droits, il contribue à la construction
d'un monde de justice et de paix qui ouvre...

Every child, in his or her own way, communicates to us both the beauty and the pain of life, reminding us at the same time of our responsibility towards them. The birth of a child is a sign of renewed hope for us all; we therefore owe them the best we have to give.
It is for this reason that Bice concentrates its efforts into promoting children's dignity and into ensuring the application of their fundamental rights, which, all too often, are still not taken seriously.
 

Believing in children

Affirming that children have rights

As human beings in their own right, children have fundamental and inalienable rights. A child growing into adulthood is vulnerable and should be accompanied and protected. Bice makes children aware of their personal dignity and rights. It brings this same awareness to their parents, their family, and close friends and to all those who play a part in their development, including public authorities.
 

Working with each child's own ‘life force'

When children and adolescents' rights are denied to them by harsh and unjust living conditions, when they do not have enough guidance, they can be helped to rediscover their self-esteem and confidence in life. Children have significant inner resources, which will emerge if they can talk to someone, be listened to with love and respect, and be protected. Bice promotes this capacity of "resilience", which enables children to rebuild their own lives.
 

Safeguarding all aspects of children's development

Children need to be protected, fed, cared for and taught. Their psychological well-being is also essential. Their family and community ties must be preserved. Children have a right to be carefree, a right to laughter, to smile and to play, as well as a right to a bright future. In order to fully develop and be happy, whatever their circumstances, children also need to be able to reflect on the meaning of their lives and have their spiritual potential respected. Bice's spiritual dimension encourages this respect.
 

Mobilising resources so that all children can live with dignity

Being involved ‘in the field' with children in need

In many places children's rights are denied to an intolerable extent: they suffer enslavement, are exploited for their labour, abandoned on the streets, exploited and sexually abused, forced into the military, imprisoned; handicapped children are also treated in inhuman ways. These kinds of situations bring gross violence and suffering to children and adolescents. In order to combat this on the ground - in Africa, Latin America, Asia and Europe - Bice, together with its local partners, is committed to preventing such violence and to relentlessly promoting children's rights. Active participation from children themselves is central to Bice's action.
 

Stimulating reflection and research on children

Bice links experience acquired in the field with scientific research on childhood, so that the two branches can learn from one another. Bice represents a space for ongoing reflection and critical thinking and shares ideas, skills and best practice through its publications, website and the training it offers.
 

Being a voice for children

Now, more than ever before, defending and promoting children's rights calls for concerted action on a global level. Bice campaigns with children to civil society, governments and international bodies such as United Nations agencies, the Council of Europe and European Union institutions. It brings together the expertise of many organisations committed to the service of children to become one of the initiators of the International Convention on the Rights of the Child. To this day, it continuously monitors its application and evolution, together with other NGOs.

Key facts

  • Legally a French association, Bice is an international and non-governmental organisation recognised by the Holy See, and enjoying consultative status at the United Nations. It was founded in 1948 at the instigation of Catholic organisations to provide help for children after the turmoil of the Second World War.
  • Bice serves all children without discrimination or proselytising, fully respecting their nationality, culture and religion. "Its goal is the full development of all children, from a Christian viewpoint, and it lobbies for the humanisation of their lives. It is especially concerned with the most deprived." (Statutes, Art. 3) Its employees must observe an approved code of conduct.
  • Catholic organisations working on behalf of children form a worldwide network. They are invited to join Bice, as are all organisations whether Christian or not that share its objectives.
  • Bice's financing is maintained with the greatest transparency by private donors, who guarantee its independence, and by public and private funding agencies.
Bice has a long-term vision for its work. Together with all who work with children,
it is constantly seeking to identify new threats and also new opportunities
